Electronic cigarettes E-cig have to be CE marked ?

The electronic cigarette, such as electrical / electronic product falls within the CE marking and is therefore subject to the requirements of 3 different directives:

2014/35/EU - Low Voltage Directive

2014/30/EU - Electromagnetic Compatibility

2011/65/EU and 2015/863/EU- Directive ROHS

Directive 2011/95/EC on general product safety

The Low Voltage Directive is applicable only if the product is equipped with an external power supply (to be connected directly to the power at 230V) used for charging the cigarette. This Directive sets out a series of standards that meet their essential requirements, depending on the type of product and the final application. In the case of generic power supplies for electronic devices, these power supplies can be verified to be in accordance with EN 60950 and of EN 61558. The advice is to find on the market and use a power supply already certified by a certifying institution European (TUV, VDE, NEMKO, DEKRA .... and many others that operate locally, even in the Asian markets).

The EMC Directive applies to all electrical / electronic products. The electronic cigarette (also without power supply) falls within the directive and must therefore be checked for compliance with the harmonized standards. For the electronic cigarette harmonized standards are EN 61000-6-1 (emission) and EN 61000-6-3 (immunity) or as an alternative to EN 55022 and EN 55024.

The ROHS Directive concerns the restriction of use of certain hazardous substances in electrical and electronic equipment. The restricted substances are lead, cadmium, mercury, hexavalent chromium and polybrominated biphenyls (PBB and PBDE) which may be present in concentrations of less than 0.1% (0.01% for cadmium). Every single homogeneous material that makes up the cigarette and all accessories must be analyzed in order to verify the absence or presence of these substances in quantities below the limit. For homogeneous material is a material that can not be decomposed into subsets both electrical and mechanical. The new ROHS Directive defines more precisely the obligations of the various economic operators (manufacturer, importer, distributor) and introduces the CE marking of the product and the issue of the declaration of conformity. Essentially a CE marked product must comply with all the directives that the recall (LVD + EMC) but also to the ROHS. In the case of control by the competent authorities (GdF, Chamber of Commerce, Nas, etc. ..) the simple declaration of conformity, however, is no longer sufficient. In fact, the manufacturer (or distributor of non-EU) has the obligation to establish a technical dossier (for each product or series of products) that must contain, in addition to a series of technical information about the product also, all the tests.
